The Central Waqf Council a Statutory Body was established in December, 1964 by the Government of India under the provision of Section 8A of Wakf Act, 1954 (now read as sub section 1 of the Section 9 of the Waqf Act, 1995) for the purpose of advising to the Central Government, the State Governments and the boards on matters concerning the working of the State Waqf Boards and due administration of the Auqaf. As per the provision given in the Waqf (Amendment) act 2013, the council has been vested with more powers to issues directives to the Boards to furnish information to the Council on the performance of the State Waqf Boards, particularly on their financial performance.

The Council consists of Chairperson, who is the Union Minister Incharge of auqaf, presently Dr. Najma A. Heptulla is the ex-officio Chairperson and such other members not exceeding 20 in numbers appointed by Government of India as stipulated in the Act. The Secretary is the Chief Executive Officer of the Council, who shall exercise powers of control supervision and management over the office and of Council. The office of the CWC has shifted in Central Waqf Bhawan ,P-13 & 14,Pushp Vihar,Opposite Family Court,Sector-6, Saket New Delhi-110017.

Committees of the Central Waqf Council

In order to ensure smooth functioning of the Council, the following four Sub-Committees have been appointed from amongst the members of the Council. These committees meet periodically and discharge their responsibilities, as assigned under the Central Waqf Council rules 1998:

  1. Planning and Advisory Committee (PAC)

To look after financial and administrative matters of the council.

  1. Waqf Development Committee (WDC)

To monitor the scheme for the Development of Urban Waqf Properties.

  1. Education and Women Welfare Committee (EWWC)

To monitor the Educational and Women welfare programmes.

  1. Monitoring Committee (MC)

To look after the overall functioning of the Council and to advise on the monitoring aspects.

Major Functions

To Advice Central Government, State Governments, State Waqf Boards on the functioning of the Waqf institution across the country.

Monitoring the implementation of the Waqf (Amendment) Act 2013 in States and UTs.

Render Legal Advices on protection and retrieval of the Waqf Properties and for removal of encroachment etc.

Implantation of the Scheme for Development of Urban Waqf Properties (Both Major/Minor projects).

Identification of potential Waqf land for development by National Waqf Development Corporation Ltd.

Running Educational and Women Welfare Schemes such as establishment/strengthening of ITI/VTCs, support to Libraries and matching grant to the State Waqf Boards for the welfare of the Community.

Involved in the Implantation of the scheme of Computerization of the State Waqf Boards records, funded by Ministry of Minority Affairs.

Involved in the implementation of the scheme of Strengthening of the State Waqf Boards funded by Ministry of Minority Affairs.

To obtain necessary information from the State Government/Board’s on the performance of the State Waqf Boards.

To take up the Waqf matters with various departments of Central and State Governments such as ASI, Railways, Revenue and Forest etc.

To interact with the State Waqf Boards to ascertain the status of implementation of the various provisions of the Act.

To undertake awareness programmes to promote the interest of the Council and sensitize the Waqf institutions about their role and functions.
